Entry details
- IRCC issued 5,000 ITAs to French-speaking candidates on October 27 at a CRS cut-off of 407.
- Profiles had to be created before 7:22 p.m. UTC on July 13, 2026 to qualify.
- Canada has held 64 Express Entry draws in 2026, issuing 149,259 ITAs in total.
- From November 3, 2026, the new LMIF awards up to 150 points for Canadian work experience in high-wage occupations.
- IRCC will pause invitation rounds for up to two weeks to recalculate scores.
Immigration, Refugees and Citizenship Canada (IRCC) has issued 5,000 invitations to apply (ITA) for permanent residence to French-speaking candidates through Express Entry. The draw, held October 27, required a minimum Comprehensive Ranking System (CRS) score of 407. Candidates also needed to have created their Express Entry profile before 7:22 p.m. UTC on July 13, 2026.
The cut-off score of 407 was 28 points lower than the previous French-language proficiency draw held on October 16, which used a cut-off of 435. That shift means weaker-ranked French-speaking candidates cleared the bar this time. A lower cut-off usually signals a smaller eligible pool or a deliberate effort to invite more candidates.
Who was eligible for this draw?
IRCC considered candidates only if they met two conditions:
- A minimum CRS score of 407
- An Express Entry profile created before 7:22 p.m. UTC on July 13, 2026
This was a category-based selection round, meaning French-language ability was the qualifying filter rather than a specific program. French-speaking candidates have consistently received invitations at scores far below those in general draws. In plain terms, strong French skills remain one of the cheapest routes to a Canadian permanent residence invitation.
How active has Express Entry been in 2026?
Following this round, Canada has conducted 64 Express Entry draws this year. Candidates with ties to Canada have featured prominently, particularly provincial nominees and those with work experience gained inside the country.
The 64 draws break down by type:
- Provincial Nominee Program: 21 draws
- Canadian Experience Class: 18
- French-Language proficiency: 12
- Physicians with Canadian work experience: 3
- Healthcare and social services: 3
- Senior Managers with Canadian Work Experience: 3
- Trades: 2
- Transport: 1
- Skilled Military Recruits: 1
Across all of 2026 so far, IRCC has issued 149,259 ITAs. French-language proficiency draws account for 60,000 of those, more than any other category. The Canadian Experience Class follows with 57,250, then Healthcare and social services with 11,500, and the Provincial Nominee Program with 10,814. Trades drew 6,500 ITAs, Senior Managers 1,000, Physicians 891, Transport 300, and Skilled Military Recruits 4.
Recent rounds show the pattern clearly. On October 26, a Provincial Nominee Program draw required a CRS score of 761 and issued 792 ITAs. On October 15, a Canadian Experience Class draw used a cut-off of 519 and invited 2,500 candidates. The gap between those scores and the 407 for French speakers is the practical value of the category.
What changes on November 3, 2026?
Starting November 3, 2026, Express Entry candidates will earn additional CRS points for Canadian work experience or qualifying job offers in high-wage occupations. The points fall under a new Labour Market Integration Factor (LMIF).
IRCC defines a high-wage occupation as one with a national median wage of at least 1.3 times the average median wage of the Canadian workforce. The department has identified 186 eligible occupations across three wage levels: at least 1.3, 1.5, and two times the average median wage.
Under the LMIF, candidates receive the higher of two possible scores:
- Up to 100 points for a qualifying job offer
- Up to 150 points for Canadian work experience, or up to 140 for candidates with an accompanying spouse or common-law partner
Canadian work experience scores will combine existing points for length of employment with up to 70 additional points for at least one year of experience in a high-wage occupation. Qualifying job offers will be worth 50, 70, or 100 points depending on the occupation's wage level. This marks the return of CRS job offer points after their removal in March 2025.
Is a Labour Market Impact Assessment still needed?
No. Under the new rules, candidates will no longer need a Labour Market Impact Assessment (LMIA) for a qualifying job offer to earn CRS points. The LMIA requirement also disappears for job offer requirements under the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP). In plain words, one of the heaviest paperwork burdens in the job-offer pathway goes away.
Will draws pause during the transition?
Yes. To implement the revised scoring system, IRCC will temporarily pause Express Entry invitation rounds while it recalculates candidate scores. The department says the process could take up to two weeks. Candidates already in the pool should expect a gap in invitations during that window.
What about work permits while waiting?
In-Canada Express Entry candidates who have applied for permanent residence may be eligible for a Bridging Open Work Permit (BOWP). Holders who apply for a BOWP before their current permit expires may benefit from maintained status, which lets them keep working under their previous permit conditions while awaiting a decision, provided they remain in Canada. Eligible family members may also qualify for open work permits.
The takeaway: French speakers just received 5,000 invitations at a cut-off well below general draws, and every candidate in the pool should watch the November 3 scoring reset, which could redraw the competitive picture entirely.
