New Zealand's investor residence programme — widely known as the "golden visa" — is seeing a surge of applications from wealthy Californians, the Financial Times reports. The trend signals how capital flows are shifting as high-net-worth individuals in the United States look for second residence options abroad.
The programme at the centre of the demand is New Zealand's Active Investor Plus visa. Immigration New Zealand restructured and relaunched the category on 1 October 2025, with the aim of attracting direct investment into the country's economy. Under the current settings, applicants can qualify through three investment tracks.
The first track requires a minimum of NZ$5 million in direct investment into New Zealand businesses. The second requires NZ$15 million in managed funds. The third sets the bar at NZ$25 million for indirect investment, including listed equities and philanthropy.
Successful applicants gain residence and must maintain their investment over a four-year period. Once conditions are met, they hold resident status in a country that offers political stability, an English-speaking business environment and a time zone that bridges Asia and the Americas.
The Financial Times frames the driver behind the demand bluntly: for the ultra-wealthy, "every dollar is mobile." Capital can move quickly across borders, and investors are exercising that mobility in response to conditions at home — including tax pressures and political uncertainty in California and the wider United States.
New Zealand has long attracted attention from American technology founders and finance executives as a backup jurisdiction. Investor visa applications tend to spike around US election cycles and periods of domestic policy turbulence. The current wave from California continues that pattern.
For New Zealand, the calculus is economic. The government redesigned the Active Investor Plus category to channel more money into direct, productive investment rather than passive holdings such as bonds and property. The previous version of the scheme, which required NZ$10 million over three years, attracted far fewer applicants than expected, prompting the 2025 overhaul.
Immigration New Zealand administers the programme and publishes the current eligibility criteria, investment weightings and application process on its official website. Prospective applicants should verify all thresholds, accepted asset classes and deadlines there, as the rules carry specific conditions on how and when funds must be invested.
Anyone considering the route should also note that residency obligations attach to the visa, including days spent in New Zealand during the investment period. Failing to meet those conditions can jeopardise resident status.
